This is intentional: robes and white shirts with ties are meant to allow an angel or a man to focus on his work and not be distracted by appearances, by vanity.

These are not the only outfits Michael wears, but they provide a good contrast to the bulk of this picspam. In fact, the rest of what Michael wears probably wouldn't be so interesting if he wasn't typically wearing robes or a suit.
